A dependable person is someone you trust. This person will do what they say they are going to do. Things and situations can also be dependable (or not dependable).
Positive examples:
Fred is a dependable guy, so he will be on time to work everyday.
I love my new computer; it's so dependable.
Negative examples:
Alex is not so dependable because he's too lazy.
The trains are not dependable because they are either too early or too late.
